There are different types of foreclosures and each are handled a bit differently. The paperwork and regulations for a HUD foreclosure is different from a bank foreclosure and different banks do things different as well. As with any property you view it and if you want to make an offer then you make an offer, it's just all the other things that go with it.
You would probably be well advised to find a Real Estate professional that is familiar with foreclosures to represent you.
